Government Funded Energy Programs

New York City and New York State have both passed legislation to reduce reliance on natural gas in new construction. New York City's law, passed in 2021, prohibits gas hookups in new buildings, and New York State's law, passed in 2023, bans natural gas for heating and cooking in some new buildings. The ban in New York City applies to new buildings with fewer than seven stories by 2024, and extends to July 2027 for buildings with seven or more stories. New York State's ban applies to new buildings under seven stories starting in 2026 and to all new buildings after 2028. The goal is to reduce carbon emissions and promote all-electric alternatives.


In addition to the goal of reducing carbon emissions, NYC is facing an ongoing issue of an aging electric and gas grid. In order to combat the upcoming possible effects of blackouts and gas explosions, the Government created special programs to help homeowners switch to cleaner energy with HVAC systems Solar powering.


In order to ensure our projects are in compliance with this new policy, and to promote a greener and cleaner environment, ADC created a subdivision consisting of all of our members that have knowledge in the clean energy industry called the Clean Grid Council. Today the board consists of the biggest HVAC manufacturers and Solar installers in the country.


Besides focusing just on our realty projects, ADC is also constantly educating existing homeowners on how to take advantage of these programs. Having a sustainable and reliable energy and gas grid plays an important role to the healthiness of the real estate industry, but more importantly, it removes the dangerous of effects of having an unhealthy one.


Allianced Developers Council and its subdivision, Clean Grid Council will continue to work alongside with different programs to help the Government achieve their clean and sustainable energy goals.

Con Edison Clean Energy Program


Since the NYS Clean Heat Program launch on April 1, 2020, cumulative program spend has totaled over $1.06 billion and the Program has achieved over 5,936,000 MMBtu of savings as of December 31, 2024. The program is ongoing and currently offers homeowners rebates of 8000-24000 USD.


Program Details


-Helps Conedison clients remove their aging gas furnace and replace their heating with HVAC split systems.

-Conedison gives rebates from 8000-24000 dollars depending on how many dwellings the estate has.


Qualifiers


-Property must be in NYC

-Must remove gas furnace

-Must not have used the program before

-Must remove older unqualified units

-Must have 1 unit per livable area

-Must be residential


Process


-Conedison bill of every dwelling is supplied to determine if property is eligible.

-A Con Edison approved fulfillment partner will evaluate the property in person.

-An evaluation on size and placement will be discussed with owner.

-Property owner signs agreement to participate in program.

-Installer sets date to install with home owner.

New York SUN Solar Program


The NY-Sun program has seen a total public investment of $3 billion in ratepayer-funded incentives. This public investment is expected to spur an additional $4.4 billion in private investment, totaling a potential $5.9 billion in total investment. The program, which began in 2010, is expected to continue until 2030. 


Program Details


-Helps eligible clients install Solar system at no upfront cost.

-Homeowners get to enjoy a lowered electricity rate for the next 25 years with a guaranteed protection on rate increases.

-Eligible homeowners can get additional tax rebates.


Qualifiers


-Property must be in eligible state

-Must have electric cost of over 150 dollars monthly

-Must have pitched roof

-Must have an updated breaker

-Must have roof in an acceptable condition

-Must be residential


Process


-Utility bill of property is supplied to determine if the usage qualifies for the program.

-An approved Solar specialist will evaluate the property in person.

-A proposal will be provided to the homeowner on placement and specifications of the solar system.

-Homeowner signs agreement to participate in program.

-Wait for approval from utility company.

-Installer sets date to install with homeowner.
